Requires the Washington association of sheriffs and police chiefs to administer a grant program to local governments for the purpose of verifying the address and residency of sex offenders and kidnapping offenders who reside within the county sheriff's jurisdiction.

Authorizes county sheriffs and police chiefs or town marshals to enter into agreements for the purposes of delegating the authority and obligation to fulfill the requirements.

Removes the ninety-day reporting requirement for certain sex offenders.
