Revises contractor licensing laws in part by: (1) Creating a contractor licensing board to assist the director of the department of labor and industries with enforcing chapter 18.27 RCW (registration of contractors);

(2) Expanding the duties of the director; and

(3) Creating the contractor licensing account.
