Improves administration and efficiency of sex offender and kidnapping offender registration.

Requires the department of corrections to: (1) Recalculate the term of community custody for each offender currently in confinement or serving a term of community custody for a first conviction for a failure to register; and

(2) Reset the date that community custody will end for those offenders.
