Regulates paid signature gatherers.

Requires paid signature gatherers and businesses engaged in the activity of collecting signatures that use paid signature gatherers to register with the public disclosure commission.

Requires the secretary of state to provide required training for paid signature gatherers and the businesses engaged in the activity of collecting signatures.

Requires the signature and other information of a signature gatherer to be included on an initiative petition.

Provides that the act is null and void if appropriations are not approved.
