Transfers certain powers, duties, and functions of the department of commerce to the department of social and health services, the department of health, the utilities and transportation commission, the office of financial management, the department of labor and industries, the department of general administration, and the criminal justice training commission.

Abolishes the municipal research council and transfers its powers, duties, and functions to the department of commerce.

Requires the department of commerce to: (1) Examine agricultural commodity commissions and collaborate with industry sector and cluster associations on legislation that would enable industries to develop self-financing systems; and

(2) For programs it has identified as being appropriate for placement in a different agency, prioritize their placement in a separate division; examine mechanisms by which the separate division can operate as an independent division with a semiautonomous division director and a policy-making oversight board; and examine whether the separate division could operate as a separate agency and the process by which this could best occur.
