Authorizes innovation partnership schools.

Requires the Washington institute for public policy to: (1) Study the implementation and effectiveness of the act;

(2) Make recommendations to the legislature about the impact and effectiveness of innovation partnership schools; and

(3) Recommend changes, including improvements that could be made to the application and approval process.

Creates the innovation partnership school assistance account.
