Requires the secretary of the department of social and health services to establish an independent public safety review panel to advise the secretary and the courts, with respect to persons who have been found not guilty by reason of insanity (NGRI), with recommendations: (1) For a change in commitment status;

(2) To allow furloughs or temporary leaves accompanied by staff; or

(3) To permit movement about the grounds of the treatment facility.

Authorizes the secretary of the department of social and health services, under certain circumstances, to place a person found NGRI in any secure facility operated by him or her or by the secretary of the department of corrections. This authorization expires June 30, 2015.

Authorizes the department of social and health services to submit a petition for the conditional release or final release of a person found NGRI to superior court if the person has not submitted his or her own petition.

Requires the institute for public policy, in collaboration with the department of social and health services and other applicable entities, to undertake a search for validated mental health assessment tools. This requirement expires June 30, 2011.
