Requires the city of Seattle to prepare a plan for addressing the impacts of the state route number 520 bridge replacement and HOV project on Seattle neighborhoods, parks, and institutions of higher education.

Requires the mayor of Seattle and the Seattle city council to convene an advisory committee to help finalize the plan.

Prohibits the department of transportation from commencing construction on any part of the project until agreements have been reached with the city that are consistent with the plan.
