Creates the Washington entrepreneurial development and small business reference service in the department of commerce.

Requires the department of commerce to: (1) Establish and maintain an inventory of the public and private entrepreneurial training and technical assistance services, programs, and resources available in the state;

(2) Disseminate information about available entrepreneurial development and small business assistance services, programs, and resources;

(3) Evaluate the extent to which existing programs are effective and represent a consistent, integrated approach to meeting the needs of start-up and existing entrepreneurs;

(4) Assist providers of entrepreneurial development and small business assistance services in applying for federal and private funding; and

(5) Distribute awards for excellence in entrepreneurial training and small business assistance.

Modifies the duties of the Washington State University small business development center with regard to entrepreneurial development and small business assistance.

Requires the Washington quality award council to provide training to certain technical assistance providers to reduce operating costs, improve effectiveness, and increase productivity in businesses receiving assistance.

Allows a business and occupation tax credit for participants in the Washington manufacturing innovation and modernization extension service program.

Extends the termination and sunset review of the Washington manufacturing innovation and modernization extension service program.

Creates the investing in innovation account.

Makes appropriations.
