Requires the office of the superintendent of public instruction, with assistance and support from the department of early learning, to convene a technical working group to develop a comprehensive plan for a voluntary program of early learning.

Requires the quality education council to: (1) Monitor and oversee the working group; and

(2) Report to the legislature its recommendations for a comprehensive plan for a voluntary program of early learning.

Changes the duties and composition of the early learning advisory council.
