Levies a surcharge on all auto insurance policies to combat auto theft and ultimately lower insurance costs.

Authorizes the insurance commissioner to retain and deposit to the insurance commissioner's regulatory account up to two percent of the funds collected to administer collection and requires the remaining funds to be deposited into the Washington auto theft prevention authority account.
