Brief Description: Allowing the state library to recover costs associated with research requests from persons who are not Washington residents.

Background:
Since 2002, the Washington State Library has been housed in the Office of the Secretary of State. The State Librarian is appointed by the Secretary of State and serves at his or her pleasure. The major functions of the Washington State Library are:
providing reference and research support to the Legislature and state government agencies;
serving as a central depository for current and retrospective collections of state and federal documents, newspapers, and state historical information;
supporting the establishment, development, and coordination of local library service statewide;
providing library services to residents and staff of correctional institutions, psychiatric hospitals, and institutions for the developmentally disabled;
operating the Washington Talking Book and Braille Library;
providing online access to state and local government information;
serving as an interlibrary loan, information, and referral resource for all libraries in the state;
establishing content-related standards for state agency produced information; and
accepting, expending, and making applications for grants.
Summary of Bill:
In the event that research is requested by a person who is not a resident of the state, the State Librarian is responsible and accountable for charging an amount to recover the cost of fulfilling the request.
Appropriation: None.
Fiscal Note: Requested on January 12, 2012.
Effective Date: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
