Background: Eastern State Hospital and Western State Hospital are hospitals maintained by the state of Washington to care for those with mental illness. A state hospital must conduct a discharge review for a person with a history of one or more violent acts when the person is transferred from a correctional facility, or has ever been under the authority of the Department of Corrections or the Indeterminate Sentence Review Board. The purpose of the discharge review is to determine whether the person presents a likelihood of serious harm or is appropriate to release to a less restrictive alternative.

Summary of Bill: A state hospital must conduct a discharge review for a person with a history of one or more violent acts who transferred from a correctional facility to one or more secure treatment facilities without a break in custody.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony: OTHER: We should be cautious about placing additional burdens on state employees. It sounds as if this bill will not do that.
