Background: The Washington State Department of Transportation (WSDOT) contracts with Washington State Patrol (WSP) for work zone enforcement on construction sites. Effective July 1, 2001, any voluntary overtime earnings that result from these contracts are not included in the commissioned employees salary and used for computing pension benefits.
Summary of Bill: Overtime compensation earned on or after July 1, 2011, for state patrol services contracted for with WSDOT would be included in the employees salary and as such used to calculate pension benefits.

Staff Summary of Public Testimony: PRO: This bill reinstates a long standing practice of allowing voluntary overtime to be included in a troopers final salary. This was changed as the result of a few individuals that ballooned their final salary with overtime. This has been corrected within the department to not allow this to happen.
