     AN ACT Relating to electronic transactions by state purchased social and health care programs; adding a new section to chapter 41.05 RCW; and adding a new section to chapter 43.20A RCW.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1   A new section is added to chapter 41.05 RCW to read as follows:
     (1) Except as otherwise provided in this section, each vendor or contractor must submit and receive transactions with the authority electronically in the manner and format prescribed by the authority. For purpose of this section, "transactions" include, but are not limited to, authorization, billing, or receipt of payment for services.
     (2) The authority, in its sole discretion, may implement this section in phases.
     (3) The authority may, for good cause, temporarily or permanently waive the requirements of this section. For purposes of this section, "good cause" means a circumstance or condition that, in the authority's judgment, prevents a vendor or contractor from electronically submitting or receiving a transaction. The authority's determinations regarding "good cause" are not subject to review under the administrative procedure act, chapter 34.05 RCW.
     (4) Transactions that are not submitted electronically in the manner and format prescribed by the authority may be returned without processing.
     (5) The authority must adopt any rules it deems necessary to implement the provisions of this section, including the criteria for good cause waivers and an administrative processing fee for any charge that is not submitted electronically in the manner and format specified by the authority.
