Requires state agencies to provide warnings to individuals that are in violation of certain shoreline management act and growth management act laws and provide them with information on how to voluntarily comply with the laws and with the time to correct alleged violations before issuing fines or penalties.

Provides that all provisions of the act must be administered and funded within existing resources.
