Modifies duties of the state board of health relating to: (1) State public health reports;

(2) The federal act on maternal and infancy hygiene;

(3) Services to crippled children;

(4) Grant-in-aid payments for local health departments;

(5) The state's participation in federal funds; and

(6) Approval of contracts for the sale or purchase of health services.
