Requires an employer or an employer's agent, who receives an abstract of an employee's driving record, to furnish a copy of the abstract to the employee.

Authorizes the director of the department of licensing to provide an employer or an employer's agent with a review of the driving records of existing employees that documents changes to the record during specified periods of time.

Requires the department of licensing to establish a fee for this service, which must be deposited in the highway safety fund.
