Authorizes the boards of certain counties, together with the appropriate authorities of any federally recognized Indian tribes choosing to participate, to create a multijurisdiction zone by execution of a formation agreement if a watershed comprises territory within two or more of those counties or reservations of federally recognized Indian tribes.
