Improves recreational fishing opportunities in Puget Sound and Lake Washington from current levels and increases the economic benefits from the fishery.

Requires the department of fish and wildlife to: (1) Adaptively manage the Puget Sound recreational salmon and marine fish enhancement program to maximize the benefits to the Puget Sound recreational fishery; and

(2) Use artificial rearing of salmon to improve recreational salmon fishing in Puget Sound.
