(DIGEST AS ENACTED)

Authorizes the sale or lease of property, that is not essential for the operation of certain rail service, after the acquisition of the property by the department of transportation.

Requires revenue received by the department of transportation from operating leases or other business operations on the Palouse River and Coulee City rail lines to be deposited in the essential rail assistance account to be used only for the refurbishment or improvement of the Palouse River and Coulee City rail lines.

 
VETO MESSAGE ON SHB 1861

To the Honorable Speaker and Members,
The House of Representatives of the State of Washington

Ladies and Gentlemen:

I am returning, without my approval as to Section 4, Substitute House Bill 1861 entitled:

"AN ACT Relating to the sale or lease of surplus state-owned railroad properties."

The Department of Transportation does not intend to surplus property within the next 90 days. With that understanding, the emergency clause is unnecessary.

For this reason, I have vetoed Section 4 of Substitute House Bill 1861.

With the exception of Section 4, Substitute House Bill 1861 is approved.
