Requires all individuals applying for first-time agency licenses, all new employees, and other persons who have not been previously qualified by the department of early learning to have unsupervised access to children in care to be fingerprinted and obtain a criminal history record check.

Requires those individuals to pay the costs of the fingerprinting and record checks.

Requires the department of early learning to: (1) Issue a background check clearance card or certificate to an applicant if the department concludes the applicant is qualified for unsupervised access to children in care; and

(2) Establish and maintain an individual-based or portable background check clearance registry.

Requires agency licensees to pay a one-time fee to the department of early learning for the development and administration of the registry.

Creates the individual-based/portable background check clearance account.
