Creates the Washington economic prosperity bank to: (1) Finance Washington businesses and public infrastructure; and

(2) Increase the effective, efficient, and accountable use of state resources.

Transfers the life sciences discovery fund and the energy freedom program to the Washington economic prosperity bank.

Creates the Washington economic prosperity bank account.

Makes appropriations.
