Increases the document recording surcharge for local homeless housing and assistance, from September 1, 2012, through June 30, 2015.

Adds requirements relating to housing vouchers to the department of commerce and certain local governments. These requirements expire June 30, 2017.

Requires the department of commerce to submit to county auditors a list of documents that are subject to the surcharge.

Provides contingent effective dates.
