Adds the definition of "voluntary tow" to chapter 46.55 RCW (towing and impoundment).

Requires the department of licensing, in consultation with the utilities and transportation commission, to set the fee for each original tow truck operator registration and annual renewal to cover the costs of administration.

Requires the utilities and transportation commission to make, fix, alter, and amend just, fair, and reasonable maximum rates for tow truck services and vehicle storage.
