Requires employee organizations to annually provide financial disclosure information to all employees in the bargaining unit and to the general public by filing with the public employment relations commission a report containing certain information, detailed by functional spending categories, that accurately discloses its financial condition and operations for the preceding fiscal year.

Requires the public employment relations commission to determine whether a violation has occurred and issue and enforce an appropriate order.
