Authorizes state agencies and local government subdivisions of the state, in satisfying fuel usage requirements, to substitute compressed natural gas, liquefied natural gas, or propane for electricity or biofuel if the department of commerce determines that electricity and biofuel are not reasonably available.

Exempts transit agencies, that use compressed natural gas, from the fuel usage requirements.
