Requires the utilities and transportation commission to develop a program to offer advanced renewable resource compliance credits to qualifying utilities.

Requires the housing finance commission to convene a work group to investigate and make recommendations on: (1) The use of energy efficiency credits for energy conservation compliance purposes; and

(2) The creation of the program developed by the utilities and transportation commission.

Creates the energy independence act special account.
