HB 2796 - DIGEST

Expands the duties of the legislative ethics board and the executive ethics board with regard to ethics and integrity.

Requires state officers and employees to attend annual ethics and integrity training.

Requires each head of agency to: (1) Develop an annual ethics and integrity plan for leadership and staff of the agency; and

(2) Create an independent advisory committee of employees and citizens.

Requires state agencies to provide electronic copies of Washington performance audit award assessments, feedback reports, and corrective action plans to the government management accountability and performance program, the joint legislative audit and review committee, and the state auditor.

Requires the house of representatives to complete Washington performance audit award assessments until a score of sixty percent is obtained.

Requires the joint legislative audit and review committee to audit the legislative ethics board and the house of representatives' and senate's ethics and integrity programs.

Requires the state auditor to: (1) Develop a governor's integrity and ethics award program;

(2) Establish an annual assessment and performance grading program that will consist of annual performance assessments and grading state agency performance; and

(3) Audit the executive ethics board.

Changes the name of the Washington quality award council to the Washington performance audit award council.

Provides funding for the performance assessments and scorecard program.

Makes appropriations.
