Authorizes school districts whose organization is changed by a reorganization plan adopted by the legislature to appeal the reorganization.

Requires the Washington association of sheriffs and police chiefs to coordinate with the criminal justice training commission to ensure that issues related to motorcycle profiling are addressed in basic law enforcement training and offered in regional training for in-service law enforcement officers at all levels.

Provides a new, stand-alone sales and use tax exemption for machinery and equipment used primarily in technological research and development operations by the state's four-year institutions of higher education.
