Requires the director of the department of labor and industries to, before proposing premium rates, determine whether the combined assets in the accident fund and medical aid fund are more than ten percent greater than funded liabilities, and if so notify the treasurer of the excess.

Requires the treasurer to transfer the amount of the excess to the industrial insurance rainy day account.
