Regarding services for people with developmental disabilities.

Expands the duties of the department of social and health services with regard to residential habilitation centers.

Prohibits certain persons under the age of twenty-one from being admitted to receive services at a residential center.

Requires the department of social and health services to close Frances Haddon Morgan residential rehabilitation center and relocate current residents.

Prohibits the department of social and health services from: (1) Permitting any new admission to Yakima Valley School unless such admission is limited to the provision of short-term respite or crisis stabilization services; and

(2) Taking steps to downsize certain residential habilitation centers.

Establishes a task force to consider the future uses of the Fircrest School, Rainier School, Yakima Valley School, and Lakeland Village residential habilitation centers.

Modifies the functions of the developmental disabilities community trust account.

Regarding the consolidation of natural resources agencies and programs.


(AS OF SENATE 2ND READING 5/19/11)


Merges the pollution liability insurance program established by chapter 70.148 RCW (underground petroleum storage tanks) and chapter 70.149 RCW (heating oil pollution liability protection act) into the department of ecology. Expires June 1, 2013.

Transfers the reclaimed water program from the department of health to the department of ecology.

Transfers the site use permit program from the department of ecology to the department of health.

Requires the department of ecology to provide administrative and functional assistance to the Columbia river gorge commission.

Requires the secretary of the department of health and the directors of the department of ecology, the pollution liability insurance agency, and the Columbia river gorge commission to each designate one executive-level representative to serve on a consolidation transition team.

Requires the departments of agriculture, ecology, fish and wildlife, and natural resources, the recreation and conservation office, the Puget Sound partnership, and the state parks and recreation commission, in consultation with the office of financial management, to: (1) Identify regional or field offices appropriate for use as shared facilities by more than one agency; and

(2) Identify and implement cross agency efficiencies by maximizing the consolidation of administrative functions among multiple agencies.

Requires the directors of the department of fish and wildlife, the state parks and recreation commission, the department of agriculture, the department of ecology, and the recreation and conservation office, the commissioner of public lands, and the executive director of the Puget Sound partnership to each designate a representative to serve on the consolidation team.

Requires the department of fish and wildlife and the department of natural resources to each consolidate their administrative regions to no more than four per agency if directed by legislation enacted before July 1, 2012.

Requires the state conservation commission to work cooperatively with conservation districts to evaluate and facilitate the consolidation of appropriate conservation districts, with a goal of reducing the total number of conservation districts to thirty-nine.

Addressing criminal justice cost savings.

Authorizes the department of corrections to collect a supervision intake fee instead of a monthly assessment.

Requires the department of corrections to: (1) Recalculate the term of community custody for certain offenders; and

(2) Serve as the state council for the interstate compact on adult offender supervision.

Requires the sentencing guidelines commission, within funds appropriated for this purpose, to establish and maintain a sex offender policy board.

Transfers the indeterminate sentencing review board to the department of corrections.

Transfers certain functions of the sentencing guidelines commission to the caseload forecast council.

Eliminates supervision by the department of corrections for certain misdemeanor offenders and adds supervision for certain domestic violence offenders.

Reduces the maximum terms of supervision for offenders sentenced under the first-time offender waiver.

Requires the director of the office of financial management to appoint a liquor distribution advisory committee to assist and make recommendations to the office and the liquor control board regarding the provisions of the act.

Requires the office of financial management, in consultation with the liquor control board and the liquor distribution advisory committee, to establish and conduct a competitive process for the selection of a private sector entity to lease and modernize the state's liquor warehousing and distribution facilities and related operations.
