Requires output-based air emission standards to be used to increase energy efficiency, improve air quality, and reduce greenhouse gas emissions.

Requires the department of ecology and the boards of any activated authority to consider an output-based air emission standards approach when issuing technology determinations in permits, orders, and regulations.
