Regulates signature gathering businesses.

Provides that the initiative filing fee will be set by the secretary of state.

Requires certain information from signature gatherers and additional information from petitioners on petitions.

Authorizes the secretary of state to establish an electronic system for a legal voter to pay a filing fee, file a proposed measure, and provide sufficient information in lieu of an affidavit to establish that he or she is a legal voter in the state.
