Changes the name of the state trade fair fund to the state international trade fair fund.

Modifies trade promotion provisions relating to: (1) Certification of state international trade fairs;

(2) Funds available as grants;

(3) Application for funds and division and payment of funds;

(4) State aid eligibility requirements; and

(5) Postaudits of grantees receiving funds.

Requires port districts to deposit certain amounts into the state international trade fair fund.
