Expands the limitations on purchases made with an electronic benefit card.

Requires the electronic benefit card vendor to disable the electronic benefit card for purposes of ATM withdrawals outside the state.

Requires payment of a fee in an amount set by the department of social and health services for issuance of a replacement card.
