Grants an extended compliance period to certain electric generating projects for permit provisions related to the emissions limit for sulfur.

Requires the department of ecology or a local air authority, upon request, to provide technical assistance to certain generators to assist the generator in reducing its emissions.

Provides that the act is null and void if appropriations are not approved.
