Requires school districts or educational service districts to purchase employee health insurance coverage through the state health care authority.

Requires the state health care authority to explore opportunities to change the start of the benefit year to September to accommodate the September 1, 2013, merger of school districts and educational service districts.

Authorizes the legislature to reduce its appropriations for school district employee health benefits.
