Modifies commercial driver's license provisions relating to: (1) Applications for a license;

(2) Medical variance certification;

(3) Notification to commercial driver's license information system of certain required information; and

(4) Definition of "type of driving" which includes excepted and nonexcepted interstate and excepted and nonexcepted intrastate.
