Finds that: (1) The federal education jobs fund was intended to support teachers' jobs and enhance quality education; and

(2) In 2010, the legislature cut state education funding to school districts by an amount equal to the districts' allocation from the education jobs fund.

Declares an intent to preserve the districts' levy base by including in the levy base an amount equivalent to the district's education jobs fund allocation.

Expires January 1, 2018.
