Modifies horse racing commission provisions relating to: (1) Daily gross receipts distribution and the commission's percentage;

(2) Investment earnings from the horse racing commission operating account to be retained in the account; and

(3) The commission's authority to receive gifts, grants, and endowments from public or private sources for regulating or supporting nonprofit race meets.
