Authorizes the department of fish and wildlife to: (1) Award special hunting season permit preference points to a person applying for a special hunting season permit;

(2) Conduct special hunting season permit drawings that provide an applicant who has accumulated preference points with an increased chance of being awarded a special hunting season permit; and

(3) Transfer special hunting season permit preference points under certain circumstances.
