Modifies requirements for the payment of tuition and fees by running start students.

Requires the state board for community and technical colleges and the governing boards of the four-year higher education institutions to determine the annual rate for tuition and fees charged to and collected from students participating in the running start program.

Requires the office of the superintendent of public instruction, in collaboration with the state board for community and technical colleges and other higher education institutions that participate in the running start program, to monitor enrollment in the program and report any enrollment declines in the program as a result of charging a maximum of ten percent of tuition and fees.

Requires the four-year higher education institutions to accept the transfer of college-level courses taken by running start students under certain circumstances.
