Extends the expiration date to July 1, 2013, on revenue from surcharges on superior and district court filing fees.

Directs seventy-five percent of the revenue to be transmitted to the state for deposit in the judicial stabilization trust account and twenty-five percent of the revenue to be retained by the counties.
