Requires the department of commerce to perform an independent financial feasibility review before any of the following events: (1) The formation of a public facilities district under chapter 35.57 or 36.100 RCW;

(2) The issuance of any indebtedness, excluding the issuance of obligations to refund or replace such indebtedness, by a public facilities district under chapter 35.57 or 36.100 RCW; or

(3) The long-term lease, purchase, or development of a facility under chapter 35.57 or 36.100 RCW.

Prohibits a public facility district or any of its forming jurisdictions from restricting the statutorily authorized taxing authority of a public facility district.

Authorizes the legislative authority of an anchor jurisdiction to impose a sales and use tax within the geographical boundaries of the anchor jurisdiction without submitting an authorizing proposition to the voters of the anchor jurisdiction or the distressed public facilities district.
