Requires producers of carpet, sold in or into this state, to participate in a carpet stewardship organization and to notify the department of ecology of its participation in the organization.

Requires the department of ecology to establish an annual fee for each carpet stewardship organization sufficient to cover the costs of administering and enforcing carpet stewardship programs.

Creates the carpet product stewardship account.
