Authorizes the department of ecology to charge administration fees as a portion of the debt service for loans issued under the water pollution control revolving fund and requires the department to charge administration fees on each water pollution control revolving fund loan.

Requires the department of ecology to spend from the water pollution control revolving administration account an amount no greater than four percent of the water pollution control revolving fund new capital appropriation.

Creates the water pollution control revolving administration account.
