Modifies education funding mandates relating to: (1) General fund allocations for the student achievement program;

(2) Transfer of funds from the general fund to the education construction fund; and

(3) The repeal of cost-of-living provisions relating to school district employees, classified employees of technical colleges, and academic employees of community and technical college districts.
