Modifies the energy independence act relating to energy conservation and renewable energy targets.

Requires the joint legislative audit and review committee to conduct a study of the electricity cost impacts for each qualifying utility to meet the 2016 and 2020 renewable resource and conservation targets under the energy independence act.
