Declares it is a policy of the state that a portion of appropriations for capital expenditures be allocated to minor public works performed by those persons unemployed in the state.

Requires state agencies to allocate, out of money appropriated for the original construction of a public building, an amount of one-half of one percent of the appropriation to be expended by the Washington service corps for minor public works by the state's unemployed residents.
